anyone no of cheap car insurance where the driver has been banned for drink driving but has done a drink drive awareness course banned 3 years but ban is now up?

Yes - cheaper means 5% or 10% cheaper so it is still very expensive.
By law any insurance company can refuse to insure anybody it doesn't want to insure, so there is no law that says an insurance company has to provide cheaper insurance.
Many insurance companies simply will not provide insurance for people in that situation.
I have given you the correct answer - there is no cheap insurance for convicted drunk drivers, whether they've learned their lesson or not. They are too great a risk, and they have lost any no claims bonus they may have had before the conviction.
I believe the course fee is �150, and the courses claim you MAY get this back in cheaper insurance, but it isn't guaranteed.
A quote from the FSC:
Besides this, convicted drivers returning to the roads may face difficulty in obtaining insurance and may have to pay premium increases. The level of cover may be reduced - for example from comprehensive down to third party fire and theft. These higher premiums and cover restrictions may well last for a number of years.
I recommend your driver go to a broker to try and find the best deal.

I agree with Ethel and bednobs - the preimum is unlikely to be cheap because of the conviction.
However, when my dad got his license back after a DD conviction (about 10 years ago mind), he went back to his previous insurer for a quote. They said they wouldn't touch him, but had a sister company who specialised int hat sort of thing. His premium was cheaper after the conviction than before!
You just need to shop around. Same as anyone else looking for insurance. Some companies will be extortionate, some will be reasonable.

Strangely, we quote more reasonably on drink-drivers, than people who have previously driven without insurance - I think the idea is that you're more likely to drive someone elses car without insurance, but I still think this is less dangerous (not condoning it) than drink-driving - at least they can show they're trying to do it right this time.

Never heard of this law that forces us to offer cheaper insurance? We generally bump the premium up sky high in the hope they won't accept the quote.
Certain insurers specialise in these convictions as noted, and you will pay accordingly.
