I recently drove into the back of someone in the works car park. There was no damage to either car and the other driver got back in and drove off. An hour later he approached me to exchange details. Can he do this?

But if it had happened on a public road, he wouldn't have any way of tracing me!
He most certainly would, if he got your registration number.

Any person who can show good reason can buy the Registered Keeper's details from DVLA for �5
Sounds like hes spoken to someone else who advised him to get details just in case.
Modern bumpers are designed to absorb the impact and then pop back often hiding further damage

Then theres always the inevitable whiplash claim !!
(and thats being serious)



Why shouldn't he? If anyone is bumped into by someone they know it's reasonable to ask the driver for his/her details. There is no requirement to ask for details within the hour - it could be done days or weeks later. The damage may not have become apparent immediately or he may have simply been too flustered, absent minded or busy to get details immediately.
