Due to the previous wet weather I discovered water in the passenger footwell of my car. It has now been determined that the drain hole frome the bulkhead which allows surface water from the screen etc.was blocked by leaf debris. This build up of water has caused damage to the electrics of the car. Is this somwthing that I would be covered for under my comprehensive insurance?

Possibly not.

Most policies will have a condition excluding component/mechanical failure, and it's possible your's would fall within that remit.

However, it's a grey area at times. For example, if an electrical fault sets fire to a car, we'd cover the resultant damage, but not the cause (a bit dull, but there you go). I think each case is taken on it's own merits though.

So in your case, it's POSSIBLE that the resulatant damage (i.e. blown electrics), but not the leak itself

Thanks gouldc
The drain has a small flap on it presumably so as not to allow anything in to block it !! however leaves had gotten under the bonnet and stopped the flap from opening to let the water out!
