If you've no intention of driving it and it's not being kept on a public highway then it can be declared SORN so wouldn't need either road tax or MoT. Neither would it actually need insured though, as it has an asset value to you I guess you may wish it to be. Talk to an insurance broker as there's probably a more appropriate policy than a vehicle one if it isn't being...

Who actually owns the van? Whose name is on the documentation? Is it driveable and roadworthy? Where is it parked currently? Where will it be whilst you convert it?
I think a bit more information is needed!

If it IS still going to be driven occasionally of course it would need all of the above. You don't however need a full driver's licence to tax, MoT or insure a car though so I fail to see why your brother needs to be involved. Thousands of learner drivers own their own vehicle. You'd need to be careful when getting the insurance that all was properly disclosed though. It would in fact be illegal "fronting" if your brother is claimed to be the main driver and doesn't drive the van at all.

There are also of course council tax issues with keeping a camper van on a driveway and living in it but that's not for this section.
Agreed its not for this section, but your local planning department will have an issue with you living in a vehicle too
If u declare a vehicle SORN and its parked in the roadway., the owner can actually be fined by the DVLA.., it needs to be kept OFF public roads.., around here even cars parked on the pavement get clamped by the DVLA so be careful.
