whose insurance pays for damage caused by careless neighbour?

Absent neighbour's pipes burst causing damage to my floor and skirting (and goodness knows what else). Do I claim on my insurance (even though it wasn't my fault) - I assume that my insurers would then try to get the money back from neighbour's company - though this would mean me losing my no claims bonus. Neighbour is being uncooperative!!
Thanks in advance for advice.

Claim on your insurance and your insurer will persue it with your neighbours. If they are successful in getting the money back from them they should reinstate your ncb. Check this with them at the time of your claim.
