i am the only employee on a 37.5 hours contract my employer wants to change it 39 hours per week can he do this

Yes but only with your agreement.
presumably the company would like all employees on an equal basis,

otherwise when everyone gets a �10K bonus you will only get �9,615 and you would probably grizzle about that
If I was in your shoes I would offer to accept this in exchange for a 4% salary rise. I agree the reason is likely to be as the above suggests.
