What is the legal required study hours for a full time student. My college runs a 12 hours full time course and the council does not classify me as a full time student

the uni I work in classes full-time study as 21 hours per week, and part-time study as 15 hours a week. either way you are doing less than even part-time students.
Different organisations might use different definitions of 'full-time' but, for the purposes of Child Benefit and Tax Credits, HMRC state that the course must be over 12 hours per week:
