No, certainly not - you need to list your skills and experience in the box on the application form, but refer to them (summarise them) in the letter. The whole point of the application form is that the company compares like for like when looking at everyone's applications - but the letter can be the icing on the cake where you introduce yourself. This bit from my earlier post is for the covering letter ONLY:
please see attached my application form for the post of xxx". As you will see from the form, I have experience in XXX due to three years working in xxx (or whatever), and hope to be able to bring this experience and skills to working for your organisation. I look forward to receiving your reply in due course."
