Who are the stakeholders in an infant school; have got parents, staff, governors, Local Authority. Also thought of children and local community (not sure if they count?) any others I'm missing?

I personally think the order which you place them in will probably say quite a bit about your priorities (so the order is up to you!). Don't know if you want to include the junior school(s), depends upon the local situation I suppose. What about any local nurseries/playgroups? (Please just use anything I give you as ideas, not gospel!)
To my mind, if you think about your particular school and then think about the groups who have something at stake if it does well/badly then you should have it covered. It is probably straight forward, but does the school in question do anything different - is it known for its SEN department, does it do lots of out of hours stuff, etc? Good luck, so glad I am not in your shoes anymore.
If I remember back to my PGCE days, a stakeholder is anyone with a vested interest in the school's performance, so all the the people you've mentioned would be legitimate.
As Sherrard says, it's a good idea to think about any particularly strong links the school has, such as any church or faith groups.
