Wonder if anyone can help me make sense of the rules for HB. Our daughter has an 18 month old daughter, she moved into another authority, intending to eventually find a job once she was settled. However, she found a suitable part-time job immediately, not well-paid but she wants to work. The Housing Benefit department won't pay her any HB until she has 3 months of payslips, so for 3 months we're having to halp her out. It seems that she is being penalised for wanting to try and work, rather than living entirely off benefits.
As the HB won't be back-dated, we're out of pocket to the tune of £1500.
Does anyone know if this is a correct interpretation of the rules?

no. they should look at any contracts/ letters/ advert for the job, get a statement from her employer (through HR) and pay NOW. it is not good enough to just send her on her way because she doesn't have payslips and can estimate housing benefit for the time being. she has come across a complete jobsworth who doesn't know how to do their job properly. go back with...
