In England & Wales, formal academic qualifications are not required:

In Scotland you require 5 GCSE's (Grades A-C) or 5 S-grades (1-3), including English & Maths:

You just need to be able to Grrr enough and look like you mean to do then harm!

And the odd tattoo would help
depsite the atypical views of a bailiff, you really need to be able to communicate well. You also need to have the ability to have a bit of a cold heart and be a bit of a jobsworth - you will unfortunately have to listen to some really very horrible sob stories that are genuine.
