You'd have to look at the rankings to tell you which is the best course, but what is the best course depends on what she wants. She also needs to visit and decide which one she would feel most comfortable in for location, facilities, friends/social life, reputation, job prospects.
Accommodation costs for either will be expensive unless she lives at home nearby.
She should choose the one where she felt most 'at home' when she went for interview and/or where the accommodation on offer looks to be best (both in terms of location and the standard of facilities). Any difference in the quality of the courses is likely to be minor. (Review sites don't always help much, as one star lecturer might leave a well-reviewed site before those reading the reviews even get there).
