If you have a justifiable reason to want to work part time and they can accommodate the reduced hours, then I am sure they will consider it. However, they are not legally bound to agree to it.

do you know another equally qualified person who could work the other half of your job? this may make them feel you are considerate and care and they may be amenable - and save them the bother of recruiting someone to make up the hours
if, as someone mentioned, this is about doing part time as well as your usual job, then it is none of your current employers business what you do in your spare time
