Nursery for children with special needs

Two of my freinds and I are considering starting up a nursery for children with special needs and behavioural problems. Between us we have the necessary nursing, nursery, sign language and behavioural program experience. Also we have worked together for the same organisation for getting on for a year now. Does anyone have any tips or information on how we go about this and any regulations etc we need to know about.

I suspect there is a minefield of regulations out there about buildings, ratio of toilets required per number of children etc. and they would be the best people to advise you. Be prepared to jump over a lot of hurdles. However, I suspect there is a need out there for such a nursery, so good luck.
