Can employers force employees to do Bank Holidays, or does it depend on the company?

yes, in the sense they can make it part of the conditions, and unless you agree to the conditions, they won't employ you.
no employee has a right to day off on a bank holiday - see your terms of contract to see if your employer has given you these as part of your annual holiday OR if you are very lucky if addition to your normal holiday (not very likely these days)... for more info see http://www.dti.gov.uk/er/bankfaq.htm
I tend to let my students have the bank holiday hours and give my weekday staff the extra time off, that is more appreciated i think
our staff work the bank holidays and add them on to their annual holiday.
