after completing government funded nvq 2 does one have to stay at place of work where nvq was done for 1 year after finishing otherwise one has to pay for it

Not an expert, but believe you don't. I have worked in care for many years, seen lots of carers leave halfway through the course. They were never asked to pay. You can continue with it at your new place of employement. If your asked to pay, I reckon its a pretty mean thing to do.
