The nature of knowledge and information in study at Higher Eduction level

I am filling in an application form to certify my knowledge of education studies, and one of the questions is "describe relationships between theories and professional practices in order to show an understanding of the nature of knowledge and information in the study of higher education"
I'm stumped and can't seem to find any relevant info.
can anybody cast any light?

Are there any big ideas in this field that are impossible to actually do? e.g. the government wants to move towards baccalaureate style A� levels, but what would this mean to universities? their whole application and acceptance processes would need to change, would the academic year need start at a different time to allow for these changes? Would they be studying in school until 19 (as in some European countries) rather than the current 18? Etc etc
