I recruit staff and I look for a statement that addresses the job description and/or person specification for a post. Therefore if the JD says must have good knowledge of databases (for example) write a paragraph to describe your current use of databases.
I don't shortlist candidates whose statements haven't covered their current experience in relation to the job they are applying for.
To get shortlisted, you really need to tailor your statement to that particular post. Give lots of examples of your skills. Don't just say (for example) "I am a good communicator", without giving an example of how you do this (e.g. giving presentations; writing reports; customer service).
Hope that helps, and good luck with your application.
