Overtime - is it normal not to give higher rates of pay?

The company I work for doesn't pay overtime if you work on a Saturday - is this normal?

In a few occupations, overtime is paid at a rate lower than the normal rate. For example, until recently, junior hospital doctors' pay dropped to just one third of their normal rate as soon as they commenced overtime.
