There is no obligation on an organisation to offer pay increases - for cost of living or any other reason.

Buildersmate is quite right. However, as you are in the notoriously lowly-paid care sector you may be being paid at the minimum wage, which does rise every year. Even if you are not the lowest paid in your organisation, this usually has a knock on effect to other low paid employees.
