Two 999 calls at work and zero responses

Back in August there was incident at work and a man was threatening and abusive so I had to call 999. No police arrived! On Saturday a similar incident happened and my colleague had to call 999. Again, no police arrived, luckily, the men involved left, but things could have been very different. On both occasions harrasment forms were completed and sent to HQ. The boss said he would pass it on to his boss but knowing him he will try to minimise the situation.
I'm going on maternity leave next month but feel very strongly about this becasue there is no support for my colleagues and quite frankily I don't want to continue working somewhere that I'm in no way protected. I'm also appaled that the police didn't turn up both times. So my question is, should I complain to both the police and my boss? P.S there is a risk assessment in place, but has not been updated since either incidents. There are panic buttons which dont go directly through to police and that is it.

Also when I Was pregnant my cousin got attacked in a pub so we left quickly but got followed by this person and 10 others. They started going in different directions, obviously to get in front of us, to perform some sort of ambush. We ran to the police station could see people inside and they wouldnt answer. I had to go to the phone box outside and dial 999 whilst my cousin was getting cornered, they weren't even that fussed that I was 7 months pregnant just when they realised we were getting attacked on the police stations doorstep.
I would write a letter and just ask why noone came to your assistance and MB, it's not in anyones interest to have a pregnant woman working alone, I'd voice your concerns and stop doing it.
