Minimum wage

My son is nearly eighteen and has recently got a new job in an estate agents. He is on terrible wages. I thought the minimum wage was surpose to protect people. He has been told by other members of staff the wage is very low because they are on a basic salary plus commission. But surely their basic has to be minimum wage per hour. Otherwise if they have a property slump they wouldnt have enough salary to live on. Can anyone help with some advice on this subject
