I work part time and I want to do some educational courses but they are on when I am at work can she say no to me swapping shifts in order to do the course

I'm not sure who 'she' is but your employer does not have to agree to swap your shifts so that you can do a course.

Would the course benefit your employer in any way, are they related to the work you are doing at the moment? They may be more likely to agree if they are.
