magazine idea

Me and my cousin have come up with an idea of a magazine like nuts or zoo but a welsh version,as there isnt one at the moment. Does anybody know what the next step is as regarding who do we need to speak with etc. I am a Graphic Designer, so the design would come free of charge, but there is plenty more than that to worry about. Just wondering where do u go after ur initial idea??

You dont mention your ages however, there are schemes available for young people who want to start up their own business - of the top of my head thinking Princes Trust  / shell live wire. Regards to magazines in Welsh - I am clueless :-)  especially as I have never heard of Nuts and Zoo
