Of course, when you're doing your teacher training each university has links with a set number of (normally local) schools. so you would probably be teaching in england/ wales there.
However, once you've done your 1 year PGCE your free to go whereever you want.
As for the funding still being around in 7 years time, there's a good chance it will be, there's a desperate shortage of teachers and the government's doing everything it can to encourage people into the profession - especially science and language teachers.
Why seven years time though? are you still at school? if so, as El D says you should be making the choices on whether you really wnat to the job rather than �4k

I believe you have to work for 2 years in a state school in the subject you qualified in to get the full money bonuses.
I would say it was unlikely that these bonuses will be so big in 7 years. I've heard the drive to get new teachers in has been spectacularly successful and the shortage is easing quickly. Then again maybe they'll all quit after their 2 years in which case yes probably still lots of money perks about!
