MIs 1 to 4 were ordinary divisions of the Home Office, dealing with matters in the public domain, not espionage or the Secret Service.

Do you mean MI5 and MI6 intelligence services?
MI1 (Codebreaking), MI2 (Russia and Scandinavia), MI3 (Eastern Europe), MI4 (Aerial Reconnaisance), were merged into MI5 & 6 after the Second World War

There's an MI5 which deals with threats to the uk and MI6 spies on other countries but what about MI1 MI2 MI3 and MI4?
