Is there any law, or recommendation, as to who should hold a tenant's deposit on a rented flat

I Bought A Car From A Dealer About 4 Months Ago. The Clutch Has Suddenly Gone With No Warnings. I Haven't Done A Lot Of Mileage Since I Have Had It And Not Abused It In Anyway.

Recent legislation makes the landlord place the deposit in a special government fund,or I think he can effect insurance to protect the deposit. it is illegal for the landlord not to comply with this.
