Responsibility For A Road

The road on which we live is now ankle deep in soil from the potato planting in the field opposite. So far there has been no attempt to clean up.
As we have no idea who is cultivating the field we cannot complain to them.
The question is who is responsible for making sure the road is cleaned?
The Local council are not interested, neither are the Police.

Does it have kerbs and street lighting? Or grass verges and no lighting? Has it got a name?

You say the local council are not interested....they should be and you would need to escalate to next level until someone takes responsibility.
If not raise it with local MP.....they usually have surgeries at the Local Council offices weekly fortnighly or monthly depening where you live.
Police would not want to get involved as nothing to do with them unless its a danger to road users.

Ask around to find out which farmer owns the land.

Also speak to your local Community Constable (rather than the pressurised staff on the front desk of your local police station), quoting Section 148 of the Highways Act 1980.

If it's a private or an unadopted road, you might have to sort out the mess yourself.

It is a public road and is the designated diversion for when there is an accident on the main road to which it joins.
There are no kerbs or street lighting,just 'grass' verges.
It does have a name which is clearly marked on the map.
There is no Community poiice in this area.
Our Local MP is a farmer and has no interest in anything other than supporting them.
The Local Council is Farmer dominated and so will do nothing to cause trouble for their own.
When it rains the road is going to become a skid pan and since the mud begins just after a blind bend, there is the potential for an accident.
Anyone know which Dept. of the Council to get in touch with?

Assuming that you don't live within a Unitary or Metropolitan Council's area, it's the County Council (not the District Council) that you need to refer the matter to, with the Highways Department being the relevant section thereof.
