Ripped Off?!

Hi there, hope all is well.
About a week ago I got a money order from the Canada Post Office because I wanted to buy some clothes from a store on the internet in the US.
I then received an email from them saying that they couldn't cash in my money order because it wasn't an International money order. The only way for them to cash it in was if they paid the bank a $75 fee which I thought was weird. The store said I could get my orginal MO back once they recieve a new International MO, they also said they're not sure if I could cash it in if I get it back.
The MO I got is accepted in most countries..and I have ordered clothes from the internet using the MO method 3 times, from 3 different stores and they had absolutely no problem whatsoever..no fee paying at all and I got my clothes.
Are they ripping me off for my money and trying to rip me off some more?!
It'd be greatly appreciated if someone can help me out on this one.

Was the MO in $CAN? If so, the store in the US would have to pay a fee to bank it - $75 sounds a lot though. If it was in $US there shouldn't have been a problem.
If you get it back and take it to the PO you bought it from (with receipt/counterfoil or whatever they do) you should be able to get your money back, but probably not the fee you paid to buy it.
I'm surprised that ANY countries ouside Canada take $CAN money orders without a fee. An IMO expressed in the currency of the destination country, no problem, but $CAN is going to cost everywhere. Maybe they didn't know what they were doing and got hit with the fee later.
