could a sister sell her brother a house without the need for solicitors. The brother has been living in the house for 5 years and done a lot of refurb ( new bathroom. double glaze, conservatory.)

In theory, yes. It would be best (to avoid later possible complications) if someone experienced in conveyancing was involved, but it doesn't need to be a solicitor.
