My Nabour
i found out yesterday that my next door nabour is a convicted rapist, is there somewhere i can clarify this? secondly i have a 13yr old daughter living with me, should the council have notified me of this conviction if its true?

Unless the rape was of a minor, once his sentence is served, he is free to live/work/etc where he likes and whilst his conviction is a matter of public record, there is no requirement to notify anybody living locally of his past crime.

Um, well, one can't really support the council giving information to potential vigilante types. Generally speaking authorities ought to know about citizens and put in the necessary safeguards, but the general public should not as it would be counterproductive. One someone has paid their debt to society, as the phrase goes, then they are free to make a new life for themselves.
