I saw on TV this week that a criminal had been sentenced to 19.1/2 years imprisonment. Why the half year?

Jeffery Archer for example was sentenced to 4 years and 1 day, this ment he could not get automatic release at the half way point. That is only for sentences of 4 years and under.
