A neighbour continues to fly tip her grass cuttings on my land against the back wall of my garage,is this a criminal offence if yes what are the fines ?

No expert, but I'd expect it to be a civil matter.
Id just tell her to put the cuttings straight on my compost heap and clap my hands. You could do a Victor Meldrew and put the grass in a box and leave it on her doorstep! I’d suggest approaching your local council, but they may consider a few grass cuttings as not worth the effort as they rot down or blow away, it’s not the same as furniture or old tyres. Good luck.

I presume you have asked her not to, if not that would be your first step, she may not be aware it bothers you.

If she continues to do it, then just throw it back into hers, but beware, these small matters sometime start 'neighbour wars' but I doubt any sort of Authority would be interested.

Is the boundary the back wall of the garage ?
I can see that there may be a damp problem if she does...

I am going to provide her with two plastic sacks which the council give out every april they collect grass cuttings once a fortnight. I just hope she will put the cuttings in the bags as I am reluctant to fall out with her.
