The vendors are vetted and badged and have to sign a code of contact and declare their earnings see here:

Of course non-approved, unbadged people can get hold of copies and sell them a number of ways and there's not much the organisation can do to stop that.
You shouldn't buy a copy from an unbadged vendor

Quite a gang of them operating in Glasgow at the moment selling B Issue one moment, or begging next to cashpoints with a child in tow the next. I was using the machine when I has a note written in english thrust in my face asking for money to 'buy food for baby'. I didn't see any vendors badge but she had a whole rake of the magazines in the pushchair.
Sounds dodgy
They're meant to sign an undertaking not to do things like beg etc.
I don't know where they got the magazines from but I'll bet good money it wasn't from the Big Issue.
Here's one case where a real vendor sorted out a fake

Big Issue sellers are classed as self-employed. They buy the magazines and then sell them at a profit. Therefore the charity is not an employer and not subject to the laws on employing illegal immigrants.
I always ask to see a seller's badge and I'm usually thanked for doing so. (In windy weather, many genuine sellers find that the 'necklace' badges keep blowing in their face. They then tuck them inside their shirts but they're happy to produce them when asked).
As a Europhile, I'm furious that Romanian nationals aren't granted full employment rights in this country. You're either in the EU or outside it. There should be no 'halfway house'.
