A lag is another word for a convict so they would be referring to someone in prison.
it means a prisoner who has been in prison more then once.,by the way donna,why are you straying out of chatterbank.

I am a like a cat (unlike the catty people that you can get on here from time to time). So Im entitled to stray am I not?

Since I pay for my own computer, my own mortgage to house it, the electricity to supply it oh and the broadband bill to come on here.

I vaguely remember that a 'lagging' was when a prisoner got more than 7 years. Mind you, I'm an old codger now, and my memory is not what it was!
