If the locksmith has the permission of the owner, there's no problem.

Otherwise, a locksmith could still lawfully gain entry into a car unless it could be shown that he intended to steal the car, to steal from the car or to drive the car away without the owner's consent. If any of those things could be proved, he'd be guilty of an offence under Section 9 of the Criminal Attempts Act 1981:
