Will he be prosecuted?

Hi, A complete numpty who is the brother of a friend of mine got stopped by traffic cops and has had his car impounded. He has told me it was because he did not send off the registration document and get it put in his name. The car has been impounded and he has given authority for them to scrap it.
This doesn't sound right to me as if they took it off him because it wasn't in his name, why are they accepting his word to scrap it?! I suspect that he had no insurance, Do you think i am right?
Also, Will he be facing any court proceedings? He says the car being taken is the end of it all but I'm not too sure. if he is facing a ban i am considering reporting him as he is carrying on as if nothing has happened and driving his 1 year old baby around with him.

I lived in Grimsby for three years in the 90s. I knew several people there who used to buy an old car for £50-£100 (often from the scrapyard) and just drive it with no MoT, tax or insurance. They often had no licence and certainly never registered them. When the car died they just left it by the road and went and bought another. If they were caught for an offence they didn't go to court and ignored the fine. They would then be arrested for non-payment of fines then jailed for the umpteenth time. They would get about a month and do two weeks with good behaviour. The fines were then void. They did the same with TV licences. They never paid them and whenever they were caught they preferred to do two weeks in Lincoln with their mates instead. Sometimes they would even be able to do the time and not miss their signing-on days!
If people have nothing to lose then the thought of yet another fine or jail term really has no fear. I would guess this person has no insurance Frankie. He's forgotten about the impounded car and just gone and bought another - which won't be insured either! If the police stop him again - so what? He'll do the same again. What can the police or courts do with those people? They have no fear of the law.

Hi! Thanks for the replies and apologies for the Americanisms! I am from the UK and don't normally suffer from a lack of proper English! I think I must have had The Simpson's or Family Guy on in the background when I typed that question! Thanks for all the advice and it wont do any good at all but I will have a word.
