How can this be stopped?

I would really appreciate some help with this. I am aware that my brother's sister-in-law is driving illegally on what is probably a dodgy licence. As far as anyone is aware, she has never had a driving test, let alone passed one. She is driving her two kids, one of them disabled, every day to and from school on regular routes in a car that is believed to be a disability car and she has another car which she uses regularly also.
Now aside from the legal issues here, I am horrified to think that she is quite willing to risk it. Without a licence, she won't have insurance or Tax and she is risking her children's lives as well as her own and other drivers. I want this to stop but other than direct intervention from myself or another family member, I understand there is not a lot I can do. I have been told that the Police have been informed but the answer from them was "there's nothing we can do unless we routinely stop her for something else". It has also come to light that she may be using someone else's driving licence without their knowledge.

i would suggest to her to book a test asap...say you are worried about her getting caught or just tell her straight you will report her...
give her the chance to put this right before potentially causing her a lot of legal problems....with her experience of driving she may well pass...
that is of course if your motives are entirely innocent and this is not a way to hurt her...
