can the waterboard cut a water supply off for not paying the bill?

i have heard they are not allowed by law but that seems odd

I don't think they can because of the risk of decease.
According to my OH....no they can't but they can slow down your supply.
now you see i vaguely remember from when i worked at bristol water that they can but they have to go to court to get it and its very rare and they have to show they have tried everything first

but that was years ago and thigns may have changed

Utility companies (except water suppliers) can cut off your supply.

In England & Wales, the provisions of the Water Industry Act 1991 (as amended) specifically prohibits the disconnection of water supply to domestic premises for non-payment of charges.

It also prohibits a water supplier in fitting a limiting device as a response to non-payment.
Give it time; they're too busy working toward compulsory metering at the moment.
They are not allowed by law to stop water going into your property.
Unless they have changed the law in the last few years they can only put one (1) ccj on your property for non payment of water rates.
They take you to court as many times as they like.

And a CCJ means potential Attachment of Earnings Order, a Warrant of Execution to seize goods to the value, a charging order on your house or an order to freeze monies in accounts.

And it also affects your future credit rating.
An other reason was that untill quite recently houses did not have individual stop-taps
so cutting off the supply to one house could result in several customers being effected. Unless they went to the expense of digging up the road
hc4361 I use to know a lad in Liverpool who had not paid for water for a few years and he only has one ccj on his property.He did not get taken to court each year, If and when he sells the property then he will have to give them some money.
This person also pays back a bank loan at £10 or £5 (can't remember) a month. If he lives to get to 85 he will never pay all the money back to the bank.
He must owe them a fair bit for water if the judge has allowed a charging order on his house. In some, but not many cases, the judge will allow an order for the house to be sold to satisfy the debt forthwith.
Big brother utilities can do owt they like, or so it seems.
craft he has not paid for water or gas at that property for years but the gas is a different story :)

Water rates arrears

Many water companies send out bills twice a year, in April and October. You can pay your bill all at once or in instalments - perhaps weekly, fortnightly or monthly. If you get behind with your payments the water company can't disconnect your supply, but they can take action to get their money and, if necessary, take you to court.
