Fixed penalty notice re. litter

Today I was followed into my workplace(a major retailer) by a council enforcement officer for dropping a cigarette end.He issued me with a caution and read the blurb about anything I say etc and then issued a fpn.This was all done in full view of customers and staff and left me feeling very uncomfortable.I admit I shouldn't have put the cigarette on the ground but there are no bins around.My question is can they follow me into my workplace and cause me considerable embarrassment?

the idea of "shaming" you in your workplace was to prevent you from reoffending or at least making you think twice before littering again.

you could bring a little bag to keep your cigarette ends in next time, as you already know there is no bin outside you should be prepared for this.

What a load of bull$hit

They should follow the old lady into her house then to read her last rights, because she dropped bread for ducks?
Remember the case in the paper about the lady and kid that were caught in the street chucking or dropping something for a bird?
The police aren't interested in these trivial cases .. so the council take license to make money over these .. what should be 'CIVIL' issues .. like private parking clamping and the like.

council are looking to rake money in as much as possible as most councils have had big budget cuts, these fines are a good money earner. dont want the fine? dont do the crime, there are enough warning notices about.

I don't suppose they would have approached any thugs in case of being knifed.So easy money for them and all the council tax they get

I have no intention of paying the fine as they don't even have reduced amount for early payment.I want a legal explanation as to their right to come into my workplace

Personally .. I think you're screwed.
It was somewhere open to the general public .. so in Court, that would be argued .. and allowed.

you dont have a case, the officer is conducting his duty.

the embarrassment you suffered is self inflicted. you would be better off to pay the fine and not do it again.

In the town centre here they have tannoys....if someone drops something it's announced over the tannoy....would the person in the blue jumper and baseball cap please go back and pick up their litter and put it in the nearest bin.

123bernadett if they do the same as tameside council and you don't pay now you will end up in court with a much larger fine

go on a friday/saturday night and watch the yobs chuck their chip wrappers to the ground or when they get fed up of eating a kebab and just drop it in the floor

I've seen someone in court who refused to pay an £80 fine for the same thing.


it cost them over £600 in court fines and costs. and you have no chance of winning.

why should they offer reduced fee for early payment? again they are not obliged to ...

i think maybe you need to grow up and learn a bit about how the law anf fines etc work - it is not meant to suit you... it is meant to be unpleasant and annoy you - and make sure you dont do it again...

you seem to think they should give a toss about how you feel... they dont... you broke the law deliberately...

I think you should pay the fine (how much is it, just being nosey) and deal with the manner in which it was presented separately. You can't not pay the fine just because you don't like the way it was given to you.

Pay the fpn and buy yourself a pocket ashtray in case you can't find a bin another time.
