can someone answer the question if i get stopped in my car and the passenger is not wearing a seat belt, who is it that gets in trouble me been the driver or the passenger?

As Mark said - driver is responsible until they reach 14. However, as a parent 14 is to young to have that responsibility and as it would be the parent paying the fine, kinda seems a moot point

I'm probably going to get accused of racism here but near where I live it is quite common for one particular race/culture to allow small children to sit or stand up in the back of the car instead of wearing seatbelts. As I sit next to them at traffic lights and point to the children and my seatbelt I get puzzled looks back. I don't know if there is a cultural issue here that explains it but I cannot understand how parents can allow this to happen.
