My friends neighbour is a lawyer. He wants to buy the property she rents and he cooks up various complaints to get her leave using up until now 5 separate lawyer colleagues to threaten various legal actions (until it takes up too much of their time and starts again with another) deliberately drowning her in endless paperwork and causing enormous stress. He is intimidating and uses his position as a lawyer to bully and threaten her to wear her down so that she leaves. Can she report him and his behaviour to the law society?

why not? She will need proof, has she kept all the paperwork? she might also find a diary of events useful.
What makes him think her landlord will sell the property?
If you believe members of the legal profession have behaved incorrectly you should, in my view, report this firstly to the senior partner or the person who deals with complaints at the firm in which the originator of the alleged complaint is employed. It is my suggestion that you first ensure you have all necessary evidence.

if he's not acting in his capacity as a lawyer (as in, as part of his job) it has nothing to do with the law society. what are these complaints? i don't understand what legal actions are being threatened. Surely its a matter for her landlord whether she leaves or not, not the neighbour. can you explain a little more please?
Nini, not sure you are right there. There is such a thing as "conduct likely to bring the profession into disrepute" which needn't be professional conduct.
