If I download these forms and fill them in do I have to register them with the OPG? Also, the forms as who is the person to be told. Does this have to be a qualified 'legal' person? TIA

With solicitor that holds Will I'd say...
As you probably know there are two types of LPA Health & Welfare and Property & financial, when complete the LPA should be registered with the Office of the Public Guardian for which there is a fee of approximately £130 for each LPA and registration can take 8/10 weeks. The people to be notified are Family and friends who may be affected by the decision of the donor who must have capacity at the time to give family and friends the opportunity to raise an objection to the registration, which can only be on specific grounds.

Tony; the only people who this would effect are the sons who would be the attorneys. I thought it meant that somebody not related to the donor had to be told?
No it is people, family or friends, who may wish to raise an objection to the registration on specific grounds that the attorney is not who they would suggest will not do, if the attorney was under 18 or a bankrupt that may be different.
If the closest relations will be the attorneys (jointly) and the above does not apply, notify any others in writing keeping a copy and have the LPA registered.
