If they are then at which point or what strength do they become illegal as i thought some lower powered ones are legal or at least i think they are???

I think you will find anything over class 2 (1mW) laser is illegal to purchase in the UK though imports are freely available you may be breaking the law by purchasing. It is the job of the local Authority to enforce the law on this using the General product safety regulations 2005.
