There is absolutely no way that you have found out that someone is on the Sex Offenders Register from a newspaper or the internet or from a friend.
It looks as if you have made your mind up and have just come on here for moral backup.
Sorry my advice would be to take your concerns to the police not your neighbours.

If it is in the Manchester Evening News then, there can be no law against showing someone a newspaper cutting.

Just be certain it is him not someone who looks like him, a brother for example. Do you know his name and is this same name in the paper.

I see no reason why you cannot show our neighbours the article from the newspaper and let them come to their own conclusion. Eg is it him, did he do it, just don't embellish the story in any way.

Just been checking on Google and as I thought the public CAN NOT view the sex offenders register. It IS NOT on the internet , So whatever list the person you are worried about is on it can not be the actual register. Newspapers can not publish details of persons on the register either, so I don't know what the Manchester Evening news is doing by printing this report.

Some are mentioned when having been sentenced or in relation to another crime, I've seen it before though the Manchester Evening News is my local papers.

If you search "sex offenders register" on the site you will find articles where it is mentioned, often also with the road/street etc... they live in.
