a tenant left my property owing me hundreds in rent and damages. I need to find their new address so I can make a court claim.
She has a very unusual surname so its not a problem finding her but she is still registered on the electoral role at my address so everytime I do a search it just comes up with that.

We have rented property for decades and have had perhaps three notable examples of default and damage (plus lots and lots of cleaning issues) in our time. The first was while we had an agent looking after matters - I found it easy to locate the ex-tenant and he paid in instalments (we have never used an agent since). The other two basically stuck up two fingers, both were still in the local area - we wrote it off to experience. There is no avoiding the fact that there are A-holes around us and all we can do is try to avoid having anything to do with them. I do see the point of tagging them with a judgement for the benefit of other landlords, but the cost would be yours. The experience of these things is very unpleasant to anyone who has made an effort to be straight forward with someone face-to-face (not unlike discovering you have been burgled), but these people have very limited guilt of conscience, if any.
Incidentally, due to the lack of a system the difficulty in locating people, including outright criminals, is particularly difficult in the UK. For anyone wanting to remain "lost" this is much easier here than in many/most other European countries where people are on the whole completely traceable unless they neither work, receive benefits or have bank accounts, or any form of contact with active society - or leave the country for somewhere that like the UK doesn't have a robust system of registration.
