Declaring Bad Neighbours

I once heard that people selling their homes are legally obliged to tell the purchaser of problems they've had with neighbours while living there. Please can someone clarify exactly what that includes and entails, if indeed it is still law?

There used to be a pre sale questionnaire sort of thing for vendors to complete, which asked about disputes etc. ,don't know if there still is ?

its a very debatable issue really as what may annoy one person may not bother someone else at all - in fact some may not even notice it.

if your neighbours dog barks all day - but you dont know because you're not at home during the day, how can you say its problem?

or if they play loud music every weekend - but you go away every weekend, how can you know or declare it?

what if you're a bit deaf so their voices don't annoy you, but the new neighbours have prefect hearing?

perhaps you also have your tv on loud so you dont notice their loudness ... ?

maybe you dont mind crowds of people hanging around outside one particular house in the street...?

i would imagine its a very tough thing to prove, if there is no history of rows or police involvement etc
