Underground Car Parking Heat Detection

Is it law to have some sort of heat detection in an underground car park at the workplace?
There are two levels and currently no smoke heads or means of detection. There are areas of ventlation through grated gantries / walkways on the ground level due to the design of the building.
There are fire extinguishers and fire exits in place.
