If you are a business selling an item, for example a hoover, and made a reference to another brand in a description eg this is a cost effective alernative to a Dyson, would that be infringeing the Dyson trademark?

No. There's no 'passing off' of the Hoover product as a Dyson one, so there's no trademark infringement .
