was told the other day that when a 'scene' is marked out with this, it indicates a near-fatality or a fatality.

Police use the tape wherever they want to keep people away from something (which could simply be a wall in danger of collapse for some reason) or just to let people know that they're aware of something (e.g. putting it around a car that's ended up in a ditch, even though there were no injuries, simply as a way of saying that they know about it being there).
